Chelmsford City Council has launched the search for a development partner to deliver the mixed-use Chelmer Waterside scheme.
The 16-acre waterfront development site in the heart of Chelmsford will deliver up to 1,000 new homes – 35% of which will be affordable – in addition to commercial space.
The selected developer will be required to secure planning consent for the residential-led scheme, before delivering under a development agreement.

Chelmer Waterside is an important site, which will become a new, vibrant residential quarter in Chelmsford which will also provide access to a variety of leisure and commercial waterfront activities. We owe it to our residents and all of those who love Chelmsford to create a scheme which will live up to the city’s inspiring and innovative history. We look forward to working with a developer who shares this vision.”
LSH is acting for the council and providing ongoing procurement advice to secure a development partner. Interested parties are invited to provide a completed invitation to participate submission by no later than 12pm on 26 September 2025.
