NEAT Developments and BlackRock Real Assets have submitted a hybrid planning application to Waltham Forest Council for a £800m+ GDV industrial-led mixed-use development at Uplands Business Park on Blackhorse Lane, in London E17.
The joint venture partners are planning to deliver a development comprising more than 29,000 sq m (circa 312,000 sq ft) of light industrial floorspace, up to 1,800 new homes, 35% of which would be affordable, plus extensive public realm and amenity and recreational space.
The plans involve the redevelopment of parts of Uplands Business Park and Forest Trading Estate in Walthamstow, with all existing buildings and structures demolished, with the exception of Uplands House.
The JV partners intend to create a new 6,000 sq m Wetlands Waterside park overlooking Walthamstow Wetlands and are targeting BREEAM Excellent for the new industrial and commercial buildings.

Subject to securing planning, phase one construction works will commence in late summer 2024, with completion anticipated in summer 2027.
