Pagabo Group has made a series of changes to its executive leadership team.
Amman Boughan is taking over the role of group CEO from co-founder Simon Toplass from 1 April, at which point Toplass will step into an executive founder role.
Pagabo’s senior management board also includes chief revenue officer Chris Slinn – who will now lead on the group’s digital offering – and newly-appointed chief financial officer Hannah Norbu.
Pagabo has also made a number of promotions in its delivery team. Emma Hesbrook has been appointed director of procurement operations, Jonathan Oram becomes category and partnerships director and Karen Carter steps into the role of public sector director.
Boughan said: “Taking on the baton comes at an incredibly exciting time for the business and that’s why our whole senior management team has been repositioned. It’s not about my position alone, but what we can do together in this new structure to shape tomorrow. Digital is in our DNA and our mission is to integrate technology, data and network partners to transform built environment investments into positive outcomes for people, places and the planet.
“There is a huge supply of capital deployment from central government across multiple sectors right now. So, there’s big opportunity – not just purely from a project perspective, but also in unlocking the maximum value from that investment. Through effective use of quality data, projects can progress from pipeline to delivery more efficiently, with less risk and greater impact return for communities, meaning everyone at every stage benefits.”
Jason Stapley, chief procurement officer, added: “In the last year, we have supported around £2bn in capital delivery projects through procurement using the construction frameworks we manage for public sector hosts. This is a huge level of spend on critical infrastructure that we’re playing an integral role in delivering efficiently.
“These promotions reflect this, making sure that our team and processes are aligning with the market – and work alongside our digital transformation journey to push procurement into delivery quickly, effectively and efficiently. And of course, using procurement as a force for good – ensuring that all that investment is unlocking the maximum positive social impact for communities up and down the country.”
Toplass said: “When we founded Pagabo over a decade ago, it was to simplify public sector procurement – namely making it faster, more compliant and more effective. We’ve had great success in doing just that, while pushing a greater focus on social value in the process. Meanwhile, we’ve not rested on our laurels and have continually innovated – whether it’s completely new framework concepts like the developer-led framework we manage or really forging a path with quality digital tools and use of data.
“The future vision of the business absolutely has that informed innovation front of mind – but doing so from a position that benefits every stakeholder involved in the built environment. Amman and the new executive team are now in the perfect position to push forward with that vision – and I can’t wait to see what we all achieve in this next chapter for Pagabo Group.”
